BARRY S. SCHEUR, J.D.
Barry
S. Scheur
has been one of the most catalytic and innovative thinkers in the evolution of
the managed care arena since first entering the industry in the late 1970s. He
has been the orchestrator and developer of numerous successful HMOs including
the M.D. Health Plan, the nation's only successful statewide medical society-sponsored
HMO, and Lexington Health Advantage, developed under the auspices of the Lexington
Clinic, and in 1985 was a co-founder of Healthsource, one of the 24 publicly
traded HMO companies in the United States.
Barry has specialized in rejuvenating financially and operationally troubled
HMOs through a combination of charisma, energy, technical knowledge, and an ability
to spot, develop, and motivate talented people and, in so doing, brings focus
and unity to an organization. He has shown particular innovation in the Medicaid
and Medicare managed care arena, where he has served as the President of three
successful
health plans.
In addition to writing and lecturing extensively on both operational and futuristic
trends in managed care, his advice and counsel is sought by hundreds of HMOs,
physician groups, insurance companies, and major employers -- all of whom are
trying to figure out how to make the healthcare system work from the perspectives
of both quality and financial success.
Although blinded at birth, his career as lawyer, healthcare executive, and corporate
president is testimony to an unquenchable spirit, a zest for challenge, and a
determination to succeed and be a guide and mentor to others. A Phi Beta Kappa
and magna cum laude graduate of Tufts University, he is also a graduate of the
Yale Law School. A former partner of the law firms LeBoeuf, Lamb, Leiby & MacRae
and Ober, Kaler, Grimes, & Shriver, Barry has also served as an Adjunct Professor
in the Graduate School of Public Health of the University of Massachusetts, as
a Special Examiner for the Massachusetts and New Jersey Insurance Departments,
and as a reviewer for the Department of Health and Human Services in the certification
of HMOs for Federal Qualification.
Under his guidance and leadership, Scheur & Associates (formerly known as
Scheur Management Group) has, since its founding in 1988, become a uniquely successful
management and consulting firm specializing in the conceptualization and implementation
of effective managed care solutions. His specialty lies in helping local health
care systems competitively market their products and be financially successful
in highly crowded marketplaces dominated by large national healthcare organizations.
He has a strong bias toward physicians and hospitals needing to have a major
voice in the control of the future of healthcare, because these are the people
who, and the institutions that most directly appreciate the difficulty, as well
as the necessity of balancing quality care with the inevitability of having to
re-engineer the healthcare system.
